Dialogue on to ease boundary tension: CM

ITANAGAR July 20: Chief minister Dorjee Khandu informed that everything was being done by his government to bring respite to the people living in border areas of Kanubari circle of Tirap district.

Khandu said that he’s been on dialogue with his counterpart Assam Chief minister Tarun Gogoi to bring about an amicable solution to the problem that has gripped border areas of Kanubari circle as people have been living in fear for the last four days after the public and students of Assam picketed the borders area of Bimlapur in Assam.

The vexed boundary problem can be solved after the report of the one-man boundary commission constituted by the Supreme Court is made available.

Though we have already replied to the commission’s queries on actual boundary twice, Assam is yet to respond, he further added.

Two persons Bamang Tuglik (27), a resident of Sangram is a junior engineer working with private power developer and Dongcha Taya (25) a resident of Parsiparlo serving as SSA teacher at Tali have been arrested this morning and booked under the National Security Act (NSA).

A non-bailable case has been registered under section 120 (B), 153 (B) / 34 IPC. Both are under 14 days remand of police custody.

The duo had been arrested for providing false information in the press on non receipt of PDS items in Kurung Kumey district besides threatening to merge with China.

The chief minister said that all allegations and claims need to be first confirmed by respective DC, SP and chief secretary before going to print.

He said that his government has done everything to see that PDS items reach the BPL families in the interior areas.

Khandu further said that all efforts have been made to open up FCIs across the state to meet the demands of PDS items.

With reports of huge numbers of fake currency notes circulating around the state capital, the chief minister today attended a meeting with all the scheduled bank representatives to know if they have placed fake currency detector in their respective banks.

The representatives have confirmed that banks have installed fake currency detector. The Deputy Commissioner and the Superintendent of Police has arrested one Partha Chakraborty, (45) in fake currency case last week.

Partha on July 8 deposited Rs 65,000 in cash at Axis Bank, Itanagar of which Rs 40, 000 of Rs 500 denomination was found to be fake.

The bank immediately reported the incident to the police and he was arrested. A case has been registered under section 489 (B), 489 (C) IPC.

Dorjee Khandu also appealed to the people of the state to cooperate with the state government in starting with power projects.

The people will have to realize that power is the backbone of Arunachal Pradesh which can completely change the economy. The rich hydro power potentials of the state need to be harnessed.

He pointed out various problems the state government faces due to lack of funds. When we don’t pay service tax, food tax etc. where will the state government generate fund from, Khandu questioned.

How will the state government employ the growing number of unemployed youths? Protest against dam is politically motivated, he added.

The chief minister advocating that hydro power alone can make the state self reliant and self sufficient in all aspects said that the dams will be built only after receiving the consent of the people.

He further said every care would be taken while commissioning of a project with adequate facilities under the rehabilitation and resettlement package conceived by the state government.

Khandu also said as per the new rehabilitation policy adequate compensation would be paid to the affected people besides one per cent from the project cost spent on local area development.

The revenue from one per cent free power (out of total 12 per cent) for the state, would also be spent on development of the respective area of respective project, he added.

He further assured the people of Assam that if dams are built in Arunachal Pradesh, the yearly Assam's perennial flood problem would be solved.

The chief minister is confident that Congress would win 48 to 50 seats in the coming assembly elections to form the next government.

The chief minister said that as promised to the government employees, the state government has decided to release the 30 months arrear in two phases.

The first 15 months arrear will be given before the election and the other after the elections as and when resources are available for the same.

The chief minister clarified that due to pressing financial liabilities it would not be possible for the state government to release all 30 months arrears at a time.

India is safe if Arunachal is safe: Sanjoy

ZIRO, July 20: India is Safe if Arunachal is safe, said Arunachal West Lok Sabha MP Takam Sanjoy while informing the people that an information technology park is being established at Yachuli for security of the state.

The state shares borders with an important but very dangerous neighbour, Sanjoy said and added that if internal and external security of the country is taken into account, it is neither Jammu and Kashmir nor Gujarat but the eastern region which is most vulnerable to external aggression.

He suggested the government of India to rethink and develop the state’s defence strategic positions.

Sanjoy said this while speaking at inaugural and up-gradation function of a Secondary School to Higher Secondary school in Talo in Lower Subansiri district yesterday in the presence of Education Minister Tater Kipa, local MLA Nikh Kamin, Adviser to CM Neelam Taram, Lower Subansiri Deputy Commissioner Sadhana Deori, District Officials, local leaders, students and villagers of Yachuli circle.

While thanking the people for electing him as new member of the largest house of people of the largest Democracy in the world, he assured not to let any one down while representing the state.

Referring to last parliament election where he defeated his opponent Kiren Rijiju by a very narrow margin, he said Kiren is a strong fighter and a good parliamentarian. He gave me the toughest fight ever I had faced in my political life and I respect him.

As in sports, both forgets the fight, the hardships after the game is over likewise we should forget the election and the differences now as the election has became a thing of the past and work as one unit for the benefit of the state, he added.

Besides placing the grievances of the state in the house, the works left half way by Kiren will also be sincerely pursued for the benefit of the state, he said.

To further his endeavor to work for the people of the state he sought the continued support and cooperation of the people.

Yachuli is the hearth of Nyishi community as it has produced lots of officers, intellectuals and has the highest literacy rate in comparison to other areas inhabited by Nyishi community he said and asked the people of the area to continue to be an inspirational source for other areas. Students’ first priority should be studies, he said.

Sanjoy assured to sanction Rs 10 lakh from his MPLAD as 10% state’s matching share of Rs.1 crore for construction of a Multi-purpose indoor stadium and a badminton court at Talo. He also donated Rs.50000 for the organising committee of the function.

Education minister Tater Kipa urged the Sarva Shiksa Abhyan teacher to be punctual in their duties and informed that a mechanism is being worked out to regularize all the SSA contract teachers in phased manner.

He however warned to terminate irregular teacher as done to 52 SSA teachers who were terminated in last two years after they were found to be studying in various colleges and drawing both the stipend and salary as a teacher without performing duty.

The recruitment process of SSA teachers has also been reviewed as per local needs, he informed. On shortage of subject teachers and imbalanced posting of teachers, he said every effort is being made for a balanced posting of teachers in all the schools but sometimes on social and humanitarian grounds and due to undue political interference from some quarters some already transferred teachers are held back resulting to shortage of subject teachers in some schools.

He however assured to post few subject teachers particularly for the Talo Hr. Secondary school very soon.

The minister also assured to take up the infrastructure facilities of the school in the next financial year under Rastriya Madhyamic Abhiyan (RMA). The Minister also highlighted various developmental and welfare programmes undertaken in the department during his tenure as minister in the last two years. The Minister donated Rs. 40,000 for the organising committee of the function.

Earlier, local MLA Nikh Kamin while announcing the issuance of government notification for creation of an independent Additional Deputy Commissioner Headquarters at Yachuli, appealed the people to be united and support the present welfare government.

Home minister inaugurated OPD building

AALO, July 20: Home Minister Jarbom Gamlin inaugurated newly constructed OPD Building under NRHM at Aalo today. The OPD building was constructed at the cost of Rs 67 lacs.

Gamlin at the inaugural function congratulated the contractor and the concerned department for monitoring the process and having completed the building in time while maintaining quality.

Talking about demand of CoSAAP on payment of arrears, Gamlin said that government employees should appreciate the endeavors and hard work of state chief minister Dorjee Khandu who was at Delhi for month long to negotiate with the central government for release of fund for arrears.

Responding to the memorandum, Gamlin asked EE PWD to prepare estimate of Rs. 2 crore for DMO Office building. He further appealed the doctors and medical staffs to work hard and deliver the services at best to the people.

Deputy Commissioner Amjad Tak on the occasion requested the contractor of the newly constructed OPD building to take care of any damage that many occur within a period of one year.

He also informed of the introduction of solid waste burnt unit at Aalo as best tool of garbage management.

The DC said that he would like to see that District Planning committee under Chairperson, Zilla Parishad is strengthened. A meeting will be conducted shortly inviting all HODs to chalk out comprehensive plans and policies, he further informed.

Tak also said that every scheme and work should be papered on the basis of need-based.

Steps needed for child protection

ITANAGAR, July 20: 'Deficit in Childhood leads to deficit in Citizenship that leads to deficit in Democracy.' said Shantha Sinha Chairperson, National Commission for Protection of Child Rights, India, today, in her keynote address in the International Colloquim - Children and Governance : Holding the State Accountable. Other speakers on the inaugural panel were Dr Syeda Hameed, Member, Planning Commission, Amod K. Kanth, Chairperson, Delhi Commission on Protection of Child Rights and Pradeep Bolina, Joint Secretary, Ministry of Women and Child Development.

Enakshi Ganguly Thukral, Director, HAQ - Centre for Child Rights, the organiser of the colloquium, welcomed the select participants from Africa, Sri Lanka, United Kingdom, Nepal and India. Jarjum Ete, Chairperson of the Arunachal Chapter of the Indian Council of Child Welfare, intervened and suggested to the representatives of the Planning Commission and the Ministry of Women and Child Development that the Government of India ought to initiate steps for the successcul implementation of new Integrated Child Protection Scheme. She also suggested to the concerned representatives that the State Commissions for Women and the State Commissions for Protection of Child Rights be authorised by the Government of India, as a matter of Policy, to raise their own corpus fund from the tax payers. She flayed that education and health services are leaving out the marginalised despite SSA and NRHM. Gender Budgeting and Child Budgeting must be made mandatory for the states by Govt of India.

DRDA progs should be routed through ZP Chairpersons: PRIs

ITANAGAR, July 20: Arunachal Arunachal Pradesh Panchayati Raj Coordination Committee (APPRCC) today demanded that all matters related to implementation of programmmes and policies of DRDA's should be routed through the concerned Zilla Parishad Chairpersons and notification in this regard be issued immediately.

Demanding release the TFC fund in two installment under DPC instead of PHED and empowerment of PRI's to finalise the schemes in DPC for onward execution and implementation through PHE Department, the APPRCC in a memorandum to the Panchayat Commission said that Zilla Parishad Chariperson & Member Secretary/District Planning Officer should also be allowed to operate a Joint Accounts for smooth functioning of DPC in all concerned districts.

Under DPC allocated fund on consultancy services for Planning process Rs. 5 Lakh should be considered into felt need schemes, the memorandum said and demanded 30% budgetary allocation from the total State Plan fund to PRI's bodies.

The state Govt should allocate Rs 1 crore against DPC, enhance DPC fund for each ZP chairperson as done earlier and and enhance salary of official staffs of Zilla Parishad Chairperson.

Demanding implementation of SPA, SCA etc, memorandum said that the Centrally Sponsored Schemes and Project like NRECA,SSA,NRHM, Hariyali,BRGF,BADP,SNP, & other State Oriented programmes will be implemented through consultation and direction of PRI's which is decentralised as per the guidelines, but are centralised with the influences and interferences by the State Government and these has to be properly notified by the State Govt. before issue of election notification.

Above all the APPRCC requested the commissioner for complete devolution of power, function, functionaries & finance for implementing the 29 subjects according to the notification issued by the State Government.

GWS demands new district

ITANAGAR, July 20: A delegation of Galo Welfare Society comprising of its Chief Patron, President, General Secretary and other executive members met the Chief Minister today and submitted a five point memorandum for creation of Lower Siang district, early solution to the boundary dispute between Arunachal & Assam, posting of a new APP Batallion at Likabali area, improvement of infrastructure and posting of competent subject lecturers at Donyi-Polo College, Kamki, West Siang, Construction of foothill roads from Nari to Doimukh and selection of able and sincere teachers based only on merit to improve the education system and appealed for sanction for purchase of Galo language books for introduction as third language in Galo dominated schools.

Responding the memorandum Chief Minister assured on all the issues and agreed the need for creation of new district in Galo area in view of the population and vastness of the area.

On boundary dispute he agreed on the need to strengthen the police force at foothill areas to support the morale of the people, He further assured to look into the infrastructure at DP College Kamki and advise the GWS to liaise with PWD Engineers to prepare DPR on construction of road along the foothill areas within Arunachal, to apprise the Minister Surface & Transport. He assured to sanction the required fund after necessary incorporation in the A.O.P sanction the required fund after necessary incorporation in the A.O.P.

GWS while appreciating for his assurances also thanked the HCM for upgradation of Kamba and Yomcha administrative units as ADC HQ’s.

AdiSU serves ultimatum

ITANAGAR July 20: Adi Students’ Union (AdiSU) submitted a three points memorandum to the state chief minister Dorjee Khandu last month urging him to reconsider setting up of dam projects both minor and major in Adi dominated region.

The state government should stop inviting public and private power developers in the Adi belt of the state, the union said and added that no more MoU or MoA should be signed by the government with private and public power developers.

The union said that the state government issue immediate order to all public and private developers to stop their activities that may be at various stages of planning, investigation, survey, environmental clearance, public hearing besides others.

The MoUs and MoAs signed should be reviewed and rewritten with consultation of the local people.

The union also demanded that donors of Joypur, Samuguri, new Jengtu villages and Namsai sub-division under Lohit district be compensated for donating their prime land for the establishment of Divisional Commissioner.

It also demanded the improvement of infrastructure and innovation of boys hostels of Jawaharlal Nehru College, Pasighat.

The union served 14 days ultimatum to the chief minister and demanded immediate initiation of necessary step. It warned to go for 12 hours bandh call all over Adi dominated regions of West Siang, East Siang, Upper Siang, Lower Dibang Valley and Lohit if the demands are not met.

The union further warned to go for second phase of 48 hrs bandh call and indefinite bandh.

Eye Safety during Solar Eclipses

ITANAGAR, July 20: Come July 22nd 2009 and we would be noticing a wonderful phenomenon of a total solar eclipse from 6:21am to 9:49am Indian Time.

It would be one of the greatest disappointments if one missed seeing one of nature’s most beautiful events - a total solar eclipse - because of misinformation.

Whenever a solar eclipse is expected there is much uninformed fright about watching the event. It is correct to be especially cautious in advising children, as young eyes are most at risk during the partial eclipse, their lens and media is most clear, and the temptation to stare great.

There is no danger to the eye in looking directly at a total solar eclipse. However; it is never safe to look at a partial or annular eclipse, or the partial phases of a total solar eclipse, without the proper equipment and techniques. It is very dangerous and can result in permanent visual loss.

The radiation to the eye during the total, or dark part of the eclipse, is less than when viewing the full moon, and that is safe for viewing for many minutes, and a total solar eclipse rarely lasts seven minutes.

However, observing the Sun can be dangerous if you do not take the proper precautions. The solar radiation that reaches the surface of Earth ranges from ultraviolet (UV) radiation at wavelengths longer than 290 nm to radio waves in the meter range.

The tissues in the eye transmit a substantial part of the radiation between 380 and 1400 nm to the light-sensitive retina at the back of the eye. While environmental exposure to UV radiation is known to contribute to the accelerated aging of the outer layers of the eye and the development of cataracts, the concern over improper viewing of the Sun during an eclipse is for the development of "eclipse blindness" or retinal burns.

Danger to the eye is from heat (infrared radiation), UV (ultraviolet radiation), and from excessive blue light.

When a person looks repeatedly or for a long time at the Sun without proper protection for the eyes, there is a photochemical retinal damage which may be accompanied by a thermal injury - the high level of visible and near-infrared radiation causes heating that literally cooks the exposed tissue.

This thermal injury or photocoagulation destroys the rods and cones, creating a small blind area. The result is a loss of visual function which may be either temporary or permanent, depending on the severity of the damage.

UV radiation can cause 'sunburn' to the cornea or outer surface of the eye, just like sunburn to the skin - same mechanism, similar damage, but for the eye it results in pain and vision loss.

In an intact normal human eye, UVA radiation does not reach the retina as it is absorbed by the crystalline lens. The retina is at risk from a very small part of the UV that is transmitted through the ocular media and lens.

This risk is greatest for young eyes, and in general adults beyond 30 years of age have enough yellow in the lens and absorption in the media that UV after atmospheric absorption is less of a problem than the heat.

The least well understood risk is from blue light that seems implicated in biochemical damage to receptor cells and their environment in the sensitive neural tissue. Documentation is growing that excessive exposure to blue light may, in most individuals, result in Macular Degeneration and blindness in people when they become older.

Failure to use proper observing methods may result in permanent eye damage or severe visual loss. There are five basic ways to observe the partial phases of a solar eclipse without damage to your eyes.

1) The Pinhole Projection Method

The humble "pinhole camera" (or "camera obscura") is an easy, safe, and effective way to view the Sun during an eclipse. Unfortunately, the projected image of the Sun can be small, dim, and disappointing to some.

Pinhole camera can be home made out of two thin but stiff pieces of white cardboard. Punch a small clean pinhole in one piece of cardboard and let the sunlight fall through that hole onto the second piece of cardboard, which serves as a screen, held below it.

An inverted image of the Sun is formed. To make the image larger, move the screen farther from the pinhole. To make the image brighter, move the screen closer to the pinhole. Remember, this instrument is used with your back to the Sun.

Do not look through the pinhole at the Sun.

2) Solar Filters

The Sun can only be viewed directly when filters specially designed to protect the eyes are used. Most such filters have a thin layer of chromium alloy or aluminum deposited on their surfaces that attenuates both visible and near-infrared radiation.

Such filters permit only a miniscule fraction of the Sun's light to pass through them. When using any kind of filter, however, do not stare for long periods at the Sun.

3) Welders' Goggles

Welders' goggles or the filters for welder's goggles with a rating of 14 or higher are safe to use for looking directly at the Sun. They are also relatively inexpensive. Do not attempt to use these filters behind a pair of binoculars or telescope

4) Camera and Telescope Solar Filters

Many telescope and camera companies provide metal-coated filters that are safe for viewing the Sun. They are more expensive than common Mylar, but observers generally like them better because they are available in various colors.

5) Fully Exposed and Developed Black-and-White Film

You can make your own filter out of black-and-white film, but only true black-and-white film. Such films have a layer of silver within them after they are developed. It is this layer of silver that protects your eyes. Use the negatives for your filter. It is best to use two layers. Remember, however, that if you are planning to use black-and-white film as a solar filter, you need to prepare it at least several days in advance.

What NOT to use

There are some urban myths that talk about other tricks that (supposedly) allow you safely observe the Sun. One should not follow such things as it can lead to permanent eye damage. Standard or polaroid sunglasses are not solar filters. Hence they should never ever be used for viewing solar eclipse other wise it can lead up in retinal burns. Other things which shouldn’t be used are: Exposed photographic film, smoked glass, medical x-rays, floppy disks, thick plastics and Cds,& DVDs.

Important facts to remember

The Sun is not at all safe to look at during a solar eclipse.

The Sun is more dangerous to look at during a solar eclipse.

It is safe to view the Sun if one knows what one is doing.

Solar eclipse is a wonderful phenomenon of nature that everybody can enjoy. If we educate everyone and provide safe means to view the eclipse, the vision of thousands of people will be protected. Misinformation may be just as bad, if not worse than no information at all.

Electoral Roll review meet

BOMDILA July 20: ADC Rinchin Tashi appraised all the EROs / AEROs of the district to seriously take up their responsibilities, monitor and supervise the whole revision process of Electoral rolls so as to ensure fidelity of the Electoral rolls during a review meeting here today.

He further impressed upon them to attend to all complaints reported and brought to their notice and to document it as well. Tashi also asked all EROs to undertake simultaneous photography along with the disposal of claims and objections.

Earlier, the District Level Consultative meeting with all political parties was held under the chairmanship of Deputy Commissioner in-charge in view of the ensuing special summary revision of Electoral rolls with reference to January 1, 2009.

ADC underscoring the need for a error free Electoral roll reiterated that the Electoral rolls which would be finally published on August21, would call for the active co-operation of the Political parties with the election machinery, particularly with the Booth level Officers and Designated Officers at the booth level by furnishing correct information as regards to the inclusion / deletion / transposition of the concerned elector.

He further pointed out that as per directives of the Election Commission of India, all political parties have already been informed in writing before last parliamentary elections to appoint Booth level assistants to assist the Booth level Officer/ Designated Officer.

They would assist in bringing out error free Electoral rolls but no party has put in their efforts to appoint Booth level Assistants till date he said and added that it is a matter of concern.

Cautioning against registration of bogus voters, he informed that instruction has already been issued to all Administrative Officers of the district not to issue Inner line permits to people except government employees and potential tourists during the revision period. (DIPRO)

Many projects will not need environmental clearance any more

New Delhi, July 20: Many projects will no longer need environmental impact assessment (EIA) and clearance from the government, according to amendments to EIA rules proposed by the Ministry of Environment and Forests.

Environment Minister Jairam Ramesh informed parliament Monday that the proposals included:

* Threshold limits of construction projects (that require clearance) would be raised from 20,000 to 50,000 square metres

* Modernisation and expansion projects without increase in pollution load would be exempt from EIA provisions

* Prospecting of minerals would be exempt

* Biomass based power plans up to 50 MW would be exempt

Ramesh informed the Rajya Sabha in response to a question that the amendments envisaged more involvement of civil society groups in environmental clearance. Agencies

Tirap Officers attended Training at IIM

KHONSA Jul 20: A number of officers serving in Tirap district in different departments attended a short-term training at Indian Institute of Management, Kolkata.

The officers attended the training batch-wise beginning from July 12 last. The first group of officers who were selected for the training at the prestigious institute on ‘creating customer oriented services’ included EACs, N. Wangsu, N. Wangjen, T. Aran, D.Bosai, DIPRO, A. Bengia, DF&CSO and R. Mihu, DSO(Sports).

The programme, sponsored by Department of Development of North Eastern Region was attended by officers from the Northeast States.

The training, though held for a short period, was meaningful, gainful and enriching said Amit Bengia, DF&CSO when asked.

He further said that such orientation training should be conducted on regular basis to enable the officers from the state to get adequate exposure and update their knowledge to serve with more efficiency.

The participants thanked Tirap Deputy Commissioner and DoNER for the programme. The participants from Tirap also prepared a project on Health which was Arunachal Pradesh specific and submitted to the Institute as a part of the training process.

The faculty members appreciated the project. Prof. Anjan Raichaudhuri and Prof. Bodhibrata Nag were the programme Directors through out the training session from July 12 to 15 last. (DIPRO)

DRCHO clarifies allegation

ITANAGAR July 20: The news report which appeared in NE TV on July 19 regarding alleged supply of expired Cesotaxime Injection was malicious and factually in correct informed Tirap District DRCHO Dr. Komling Perme.

NRHM is spear heading a number of beneficial and people friendly health care scheme in the district.

NRHM has been unnecessarily and wrongly drag in to the controversy by some section of people, Dr Perme further said.

The medicine in question was supplied by Multi Purpose Co-operative Society, Naharlagun in Papumpare District by order of District Planning Officer, Khonsa. Subsequently, after verification by a board headed by EAC N Wangen, the medicine was distributed to all health centers in the district on March 17, 2009 and since then the medicine has been in use, Dr Perme added.

The DRCHO further informed that in the first week of this month a patient at CHC Kanubari developed an episode of vomiting following skin test of this medicine but it was not life threatening.

This incident had created a huge public outcry though no one actually died due to use of this injection contrary to the claim made by some people in the TV Channel.

Soon after the incident at CHC Kanubari, the use of medicine was stopped all over the district. Deputy Commissioner constituted a board on July 17 to examine the medicine. The Board examined the alleged expired medicine today and the finding of which would made known shortly. The news report was blatant and devoid of facts in blaming NRHM, the DRCHO further said.

DRCHO clarifies allegation

NRHM is spear heading a number of beneficial and people friendly health care scheme in the district.

NRHM has been unnecessarily and wrongly drag in to the controversy by some section of people, Dr Perme further said.

The DRCHO further informed that in the first week of this month a patient at CHC Kanubari developed an episode of vomiting following skin test of this medicine but it was not life threatening.

This incident had created a huge public outcry though no one actually died due to use of this injection contrary to the claim made by some people in the TV Channel.

Fund misappropriation alleged

ITANAGAR July 20: The gram panchayat members of Lee-Nade gram sabha in a letter to the state chief secretary filed a complaint against rampant misappropriation of BADP funds in Sarli BADP block under Kurung Kumey district.

The gram leaders alleged that former ASM has withdrawn money without completing the construction of CC foot path from BRO road to Kari Badey I V School. They further question as how the concerned agency allowed the person to withdraw money for the uncompleted project.

The gram panchayat leaders urged the chief secretary to intervene in the matter and give a suitable direction to the concerned agency to see to the immediate completion of the project.

ATPYWA’s plea

ITANAGAR, July 20: All Tali Pip-Sorang Youth Welfare Association (ATPYWA) in a letter to the chief secretary urged him not to accept any proposal for diversion of fund for the under construction Chetam to Pip-Sorang road under BADP.

The association alleged that process being initiated by the local MLA to divert the huge fund of the under construction Chetan to Pip-Soran road, when an enquiry report on the said road has not been come out yet.

BDO clarifies allegation

ITANAGAR, July 20: Block Development Officer, CD Block, Koloriang clarifying the allegation leveled by Unemployed Youth Association, Koloriang regarding misappropriation of Rs 144,30,000, under BADP scheme 2008-09 said that this CD Block Office was not allocated the said amount as alleged. Apparently the above figure the association claimed may be sanctioned by the authority for the entire Block areas of Koloriang administrative circle, not only to the CD Block Office as single agency to execute the works of the entire amount as claimed. If such allegation is in particular to the Block Office then it is resented and just may be termed as erroneous publication, as only part of the amount of given sanction to the Block office as executing agency have been implemented through all concerned areas PRI members in a transparent manner.

ASM responds termination of SSA teachers

ITANAGAR, Jul 20: ASM, 38-Lower Tarasso Panchayat Tana Bagang responding to news items issued by Deputy Director of School Education Cum District Project Officer, SSA District Mission Yupia regarding termination of two SSA teachers Tana Howa and Tana Otung, said the termination order is illegal and unjustified one, as there was no any official notice served to the suspended teachers before their termination. Atleast the district education authority must issue show cause notice to the said teachers and if the authority were not satisfied by their reply than only the termination should be initiated.

He urged the district authority not to appoint any outsiders in the two vacant posts created after the suspension of the above teachers. Adding that, the appointment should be done only from the bonafide local educated youths of Taraso circle and threatens to agitate if any outsider is appointed in the said post.

Sector committee resented new trekker stand

ITANAGAR, Jul 20: A-Sector Welfare Development Committee, Naharalagun in a letter to Minister Industries said that the Capital Administration has initiated the shifting of trekker stand at Industrial estate despite intimation to DC Capital Complex, about non-availability of proper space at Industrial Estate for trekker stand by Joint Director of Industries, DIC Papum Pare on March.

It further said that the said location for tracker stand falls near vicinity of various public schools like Tadar Tang Intermediate School, Kingcup School, Eleazer School, Dayanand Arya Vidyapith etc and residential area. The allocation of Trekker stand would create havoc and hamper in the locality.

It appealed the Minister to look into the matter and also appealed the Administration to shift the Trekker stand in other suitable place immediately.

Teachers demanded

ITANAGAR: All Komkar Students’ Union (AKSU), Upper Siang District appealed the DDSE, Upper Siang District to post teachers at government primary school Rasing immediately.

It said that the enrollments of students are quite large but the said institution is run by a single teacher since its establishment in 2008.

ALSU demands inclusions of final year student

ITANAGAR: Arunachal Law Students’ Union (ALSU) appealed the Secretary Law and Secretary APPSC for inclusion of final year LLB student in the recruitment process for recruitment of Law Officer cum Junior Draftsman examination.

It said the final year result of LLB, Guwahati University will be declared soon and the consideration and inclusion of the final year students in the said interview will give them an opportunity.

Health camps

ITANAGAR: Viveka-nanda Kendra Arunjyoti, Daporijo conducted free health camp at eight village centers under which 31 villages were covered from July 13 to 20 last.

Altogether, 561 persons were treated by the medical team led by Dr.Debashish Adhikari.

Upper Subansiri District VK Arunjyoti Sanchalak S Timba further informed that such free medical camps will be conducted periodically in the remote parts of the state.
